  Together with professionalism, the teacher's motivation and attitudes towards the ongoing reforms in education system are important for enhancing the quality of teaching and learning. The teachers get used the idea that every new education minister starts a new wave of reforms that will never reach the end. During the Georgian Dream’s Governance, four education ministers changed and after each change, the system starts a new stage of reforms.

This happens in case of the 5th Minister. On September 14 of current year, new Minister of Education, Science, Culture and Sport Mikheil Batiashvili introduced the main principles of new reform announced. We are far from thinking that we do not share the paths of all the reforms with regard to raising the quality of education. We do not have any complaints about the assessment of positive and negative aspects of each reform. We do not want to make any doubts about the improvement of the situation in the honest wish of any minister. The main thing for us is to look at the endless process of reform through the eyes of the teacher. About in every 2 years, teacher's professional development and evaluation system and career commitment changes, and how can a pedagogue be performed in these conditions?! Starts working in one direction and suddenly the demand is changing. We do not go into the depths of difficulties, we will only note one thing, in such a way, teachers develop a sense of uncertainty and non-stability, and with many other problems, perhaps the result of this is that more than half of the current teachers are in expectation, start activities for career advancement and professional development or not.

We categorically cannot agree with some experts' opinions, who claim that labor compensation growth and labor conditions improvement should not be the main for the teacher, the teacher should work only with enthusiasm. Literally, 25 years teachers work with this enthusiasm, whereas, over the years, their remuneration was pathetic and insignificant. Even today, the teacher’s average salary is not even half of public sector employees’ average salary. Low salaries, improperly material-technical equipment of schools, teachers’ discreditation and endless campaign against them, we think, adversely affected on the motivation of certain part of teachers. When you have to fight for existence and have a daily concern - how feed children, you will agree, that conversations about high materials and calls for enthusiastic work, to say it mildly, will not give us a positive result.

The government regularly pledges teacher to improve their socio-economic conditions and the period of promises’ implementation, traditionally, includes 3-4 years. New minister of Education, science, culture and sports announced that in 2019 salaries will increase to 10.000 teachers, including special teachers. Increase the salaries of the rest teachers will start in 2021-2022 years and average salary will be 1500 gel, some teachers’ salaries will be 2000 and more than 2000 GEL. The above-mentioned changes are associated with the colossal amount and justification does not exist yet. The following questions are naturally: How the Minister is going to fulfill the promises? If we consider the pace of ministers’ changes, then where is the guarantee that the minister will not change by 2021? If the Minister or the Government change, will not the new Minister start a new reform?

In one word, even without in-depth analysis, it is clearly visible that the government did not have articulated the concept of improvement of teachers' labor, social-economic conditions, including the real plan of the growth of teachers' salary. Despite the fact that after “Georgian Dream“ came to power public school teachers basic salary increased 3-times, in total of 160 gel. In 2015-2017 the status appropriate salary supplements increased for third of total number of teachers. In addition, in 2018, status supplements has grown only for mentor and leading teachers, which number at that moment was 160 (153-leader, 7-mentor). Considering the fact that from April 2016, the basic wage has not been increased and the salary increment is promised through 2021-2022 school years, for unknown scheme, it turns out that the absolute majority of teachers should not wait for increase of their salaries in nearest 5 years. Such are our predictions and visions, which come from the analysis of real conditions. If something will be done regarding the teacher's salary increase and the Ministry of Education has other plans and considerations in terms of improving, then we are ready to express appreciation publicly.

And about one issue, for a long time, experts of a certain group are talking that number of teachers should be dramatically reduced. It would be fatal for general education systems, and will be cause of teachers’ mass dismissal. We don't want to believe this backstage information, but we see a threat, because the experts having this idea are the members of the group working on the reforms’ directions.

It is necessary to find out the solution for the situation regarding teachers' salary increase. We know the teachers' mood, their protest increases, the unanswered questions have been collected, especially with regard to the growth of salary. There is still time, that Education, science, culture and sports ministry starts active actions to remedy the situation.

Dear teachers, we had no moral right, do not share our visions and opinions with you, we should admit the truth, and look for the solution together.
