Since 2014 Natia Gabroshvili, a successful teacher of Georgian language and literature at Gori N7 Public School, became a head of ESFTUG’s Gori branch organization. "Dear delegates, I believe that we will be able to accomplish our goals only with your support... we will fight together to better protect the labor, socio-economic and legal rights of the members ... to help the members improve their qualifications and improve their labor conditions," – with these words addressed Natia Gabrolashvili to the delegates and guests of ESFTUG’s Gori branch organization’s N: 3 reporting-election conference. In spite of many artificial and bureaucratic barriers in Gori district, Natia Gabroshvili, as the principal leader, gained the authority among the employees of Gori Municipal Educational sector. On June 9, 2018, at the third reporting-election conference, Gori branch organization was presented with 80 delegates elected by 890 members from primary organizations. The conference was chaired by Nino Ninikashvili, teacher of Gori N7 public school. ESFTUG’s president Maia Kobakhidze, vice-residents Mari Alugishvili and Natia Kordzadze participated in the conference. Lana Kovziashvili, director of the Preschools’ Association of Gori Municipality, Gori municipality public schools’ principals and managers of kindergartens were invited at the conference as honored guests. "The reporting period for the Gori branch organization was a test. In 2013, according to the amendments made to the Labor Code, we thought that the harmful practice of unlawful dismiss of teachers on the basis of the term of labor agreement expiration has been fallen in the past. However, in September 2014, the principal of the Khidistavi Public School ignored the requirements of the Labor Code and the two teachers, mother and daughter, Mariko Kakashvili and Tea Noniakashvili were dismissed for the term of one-year labor contract expiration. The head of the ESFTUG’s Legal Department Ucha Bakuradze provided qualified legal services to the dismissed teachers and was able to restore both teachers at the court decision. The Court's decision was precedent. Through the efforts of our organization, finally we have concluded a one-year contract with teachers and dismissed on the basis of the expiry of its term ". - said the head of Gori branch organization, when presenting a report on the activities carried out in 2014-2018. In order to strengthen the ESFTUG’s Gori branch organization and attract members, Natia Gabroshvili intensely organized informational meetings in public schools and kindergartens in the direction of promoting the role of trade union and promoting importance and civic consciousness. "As a result, 433 employees of kindergartens wrote an individual application for joining the trade union and 18 primary trade union organizations were created, that would logically have to form a collective agreement between trade union and Preschools’ Association. However, many requests did not yield results. If not, the active and timely interference of our president and the legal department would be grossly violating the constitutional right of workers, freedom of association and expression. Today, Gori regional organization is united by people who have demonstrated the principles and did not scare, they once again expressed their confidence in our organization" - said Natia Gabrolashvili and thanked the members. Natia Gabroshvili recalled, in the past period, an anti-trade union propaganda in the direction of attracting members, interference in trade union activities and artificial barriers; the trade union values, the protection of each individual member and the mediation mechanisms. The head of the Gori branch organization has highlighted the high level of involvement and motivation of members in the trade union activities. "ESFTUG is constantly taking effective steps to protect the labor, social, economic, legal and professional rights of those employed in educational institutions" - said the speaker and thanked Maya Kobakhidze, ESFTUG’s president for her attention and support of the employees in the educational institutions of Gori region. During the reporting period, the priority direction of ESFTUG’s Gori branch organization was to take care of the raising qualification of the members. In cooperation with the ESFTUG’s "Professional Development Center for Employed in Educational Institutions", Gori branch organization members underwent trainings for analytical writing and model lessons related to preparation and self-assessment questionnaire examination in different subjects, taking into consideration the professional advancement and needs. The training group of teachers of natural science did not gather and those teachers who expressed willingness to retrain were trained in Tbilisi, transport and training expenses were paid by Gori organization. In 2017, the ESFTUG’s center implemented the grant project "Teachers' Professional Development for Learning and studying Process", which included teachers of small contingent schools in Eastern Georgia. Within the framework of the project, the teachers of the training list were employed by small and medium schools in the Gori Municipality. The trainings were conducted on "school readiness", "children's development psychology and inclusion", "hygienic teaching" modules for members employed in kindergartens. Trainings were also made for accountants and educators of educational institutions. In the four-day training-seminars of the pilot project "Learning Advocacy of Education Policy and School of Democratic Management Skills in Georgia" implemented by "Trade Union of Danish Higher Secondary Schools", participated two high-level teachers from Gori Public Schools. Within four years of reporting period, Gori branch organization was actively involved in all activities and events carried out by the trade union. The teachers took part in the teachers' conferences organized by ESFTUG. By the organization of the head of Gori branch organization, Natia Gabroshvili to celebrate the "International Labor Day" became as the tradition and obligation. The members of the Gori branch organization took part in all rallies. The Gori teachers were actively involved in the protest rallies for solidarity and safe labor conditions organized by the ESFTUG. "In order for the interests of the employees we are alert to all issues" - Natia Gabroshvili has completed. She thanked principals of Pkhvenvisi and Zemo Khviti villages Public Schools and principals of N6, N9, N10, N20 Kindergartens for their cooperation and support. Presentation of President Maia Kobakhidze expressed interest in the audience. She talked about the results, achievements and priorities of the four-year activities of the organization. The ESFTUG’s president noted the importance of the involvement of the trade union in the decision-making process, the rise of the teacher's authority, the necessity of supporting the state and society as well as the mechanisms for reimbursement of workers in public schools and pre-school institutions. Maia Kobakhidze said that the employees today lost the scare. Good legislative basis is created. Trade union has constructive cooperation with the Ministry of Education and Science, and therefore all conditions are created in order to form a new trade union with qualitatively new and western standards. Natia Kordzadze, the vice president of the ESFTUG explained to the conference delegates the legal nuances of the ongoing reforms in the kindergartens. She noted that ESFTUG is actively involved in the reform of preschool institutions. ESFTUG’s leadership closely observes the implementation of obligations of municipalities in accordance with the requirements of the Law of Georgia on Early and Pre-school Education to protect the interests of workers in preschool institutions. Lana Kovziashvili, Director of Gori Municipality Pre-School Institutions Union addressed participants of the conference. She presented her vision of the ongoing processes in the field of pre-school education. Mrs. Nana Kovziashvili noted that in accordance with the requirements of the Law on Early and Pre-school Education, many issues are settled and reorganized. Despite the fact that psychologists work in every kindergarten, their and methodists’ qualification should be revised. Psychological coordination service is planned to be created, which will serve all pre-school institutions in Gori municipality. This statement caused a stir among the attendees of the audience and the heated polemics were held. The ESFTUG’s president talked about the ongoing violations in Gori municipality. She strictly and principally pointed out the facts of human rights violations by local self-governance leaders, for instance, the illegal action by which Gori kindergartens’ employees were provided to warn of an "expected resignation” by administrative resources. Natia Gabroshvili, presented the next four-year action plan to the conference delegates. The conference delegates unanimously supported Natia Gabroshvili as the chairman of the ESFTUG’s Gori branch organization. Also, they determined the members of the local council of the branch organization. The delegates welcomed the proposal of the head of the Gori branch organization Natia Gabroshvili, to elect ESFTUG’s Executive Vice-President Marina Alugishvili as delegate of ESFTUG’s 9th congress. At the end of the conference, ESFTUG’s president Maia Kobakhidze and Natia Gabroshvili, awarded the partners of ESFTUG, principals of Gori Municipality public schools and kindergartens with diplomas.
