Russian language teachers who teach Russian as a mother tongue will be given the full amount of the relevant status supplement provided by the scheme!

The Educators and Scientists Free Trade Union of Georgia has been approached many times by Russian language teachers who were not granted a status supplement. For months, the ESFTUG has been raising this issue along with various other ones, through well-argued correspondence and in the format of a dialogue with the Ministry of Education, Science, Culture and Sports of Georgia.

On March 25, 2020, the Order of the Minister of Education and Science of Georgia №126/N of September 28, 2015, “On Determining the Minimum Amount and Conditions of Remuneration of Public School Teachers” was amended, which changes the situation in favor of many teachers.

Amendments to the bylaw:

Amendment was made to Article 10, “Status Supplement”, paragraph 6, sub-paragraph 6/1 as follows:

 “A teacher who has passed the subject test in Russian as a foreign language in accordance with the rules established by the legislation of Georgia and has been granted the status of a senior, leading or mentor teacher in accordance with the rules of the law and teaches Russian as a mother tongue at the primary or secondary level will be given the full amount of the supplement appropriate to status."

☑️ The teacher work experience ratio has been specified, namely:

  • • Amendment was made to Article 6, “Work Experience” - Subparagraph “a”:

"From 0 to 5 years inclusive (instead of up to 5 years) the work experience of a teacher has been determined - by a factor of 0.2."

The corresponding coefficient in combination with the teacher education and workload coefficients determines the teacher's salary rate.

The salaries of teachers are defined in Annex № 1 of Order 126/N, which lists the salary rates for teachers with 0 to 5 years of work experience, in Annex №2 5 for 5 to 10 years, and in Annex №3 above 10 years. "

☑️ Amendment was made to Article 10, "Scheme-Defined, Relevant Status Supplement"- Subparagraph (a).

Relevant status supplement defined by the scheme is given to

"A) a teacher who, in accordance with the law (instead of an individual administrative-legal act of the director of the Teacher Professional Development National Center) has the status of a senior, leading or mentor teacher and teaches at the elementary, secondary or upper-secondary level a subject in which he/she has passed the examination in accordance with the rules established by the legislation of Georgia."

A teacher with status can teach a subject from a subject group, specifically.

☑️ In Article 10, the following subparagraph (c) is added:

"C) a teacher of a subject belonging to the subject group of Mathematics and Natural Sciences - a subject/subjects belonging to the subject group of Physics or Technology, who has been granted one of the statuses defined by the scheme (except for a practitioner) in accordance with the rules established by Georgian legislation has the right to teach one of the subjects or the diploma annex confirms the passing of the relevant subject and teaches mathematics, physics or natural sciences subject/subjects included in the subject group. ”

☑️ Amendment has been made to paragraph 2 of Article 13/5, which defines the ways of calculating the remuneration of a special teacher. According to the new edition, the mechanism for calculating the salary of a special teacher with work experience was reduced from 1 to 5 years, to 0 to 5 years. ESFTUG thanks the Ministry of Education, Science, Culture and Sports of Georgia for the implementation of these changes and for managing the processes of the Georgian education system in response to the current global crisis.
