 The Educators and Scientists Free Trade Union of Georgia (ESFTUG) organized march from Youth Palace to the Government Headquarters of more than 1000 its members from schools and kindergartens to join the Public Rally of the Georgian Trade Union Confederation (GTUC) dedicated to the Labour Day of the May 1st, 2019. The ESFTUG leaders of counties/cities and Adjara republic and members of 60 organizations confirmed their solidarity with Public Rally by signing the so called ,,Social Contract” to the Head of Government and expressed their consent to major demands of the action of the day. On behalf of the teaching society of Georgia, the participants of the Public Rally were addressed by the ESFTUG President Maia Kobakhidze: ,,So far employees of different sectors are facing many challenges, which are caused by the fact that we are not solidarity enough with one another. We express our solidarity just during the May 1st demonstration. It is primarily important that we are to fight in unity in different directions in order to promote employees working conditions” In her speech, Maia Kobakhidze referred to the ongoing development in the educational field:,, Fundamental reforms have recently been announced by the Head of Government of Georgia and Minister of Education. Whereas some have fear, many are in a position of expecting some novelties. We assure that we are not afraid of changes. Last 25 years teaching society of Georgia are conducting their duties in the endless, intense, inconsistent reform mode. We, the union will support the reform which will radically improve teaching and learning quality by considering teachers’ rights. In the recent period, several educational experts and representatives of non-governmental organizations by the mass-media have stated that lay-off of elderly teachers would be solution to raise quality of education in schools. We will not allow discrimination of teachers on age grounds, to force pensioner teachers from schools, as professionalism is not defined by age. It is obvious that today’s school system stand firm on the experiences of those teachers. We assure that absolute majority of teachers are high-quality professionals and we would not stand mass dismissal of teachers’’. In her speech, the ESFTUG President once again rationalized the crucial importance of adoption of the “Law on early and pre school education and care” for the kindergartens. Though she highlighted that there are observed the mismatches in relation with the mentioned Law where the Government of Georgia has not considered minimum salary provision for kindergartens’ employees, despite the requirements of the mentioned law. It needs to emphasize our gratitude toward the Parliamentary majority for having supported our initiative in relation to considering in the legislation particular provision to develop compulsory conditions of the employment contract with kindergarten’s employees in collaboration with the trade union. Unfortunately, none of the municipalities have executed this important normative act. Consequently, there are mismatches in provisions of paid vacation, sick leave, shift procedures in big cities and other relevant issues...” ,,if the requirements of the law are not fulfilled, then what is the sense of well written normative acts… we will fight till the concept of reform has not considered the increase of wages… the promise of raising the teaches salaries is foreseen from the year 2022… We have had kinds of promises frequently. Our demand is gradually raise the basic salary from the upcoming budgetary year. When it comes the issue of technical staff salary it is more critical circumstances. The salaries of paraprofessionals of schools and early education institutions are of 80-100 Laries. One of our priority issue is to promote working conditions of technical staff”- stated Maia Kobakhidze. The “Social Contract” sent on May 1st,2019 to the Head of Government comprises all needs to improve the social inequalities in our country ( as in many countries of the world). Social inequality is alarming in our country, it is reality that despite economic growth it does not reflect properly. Reforms are ongoing without involvement of those whom it reforms. The key speakers of the Public Rally spoke about significant challenging issues of many sectors in the country. Their demands are to the Government to consider proper political Agenda and not populism, on social contracts and important necessities in the country.
